Chargeur Ultra Abeille

Waited a few month too long to have a charger in stock to buy. Ordered a new charger for my Ultra Bee. I plugged it in the outlet without the battery hooked up and it starts blinking red and green, exactly what my old charger did. The fan of the charger also turns on then shuts off, just as my old charger does. My battery had no interference with the charger because it wasn't on. I also tried it with the battery hooked up and the charger does the same
